If possible the shelving should be anchored to the wall studs since it may support heavy objects. Pictures- most of the hardware store products work well. I am partial to the plastic toggle anchors for pictures. They hold well and will not come out unless you want them to remove them. The important point with plaster is to drill the holes before you use any product. Hammering may cause the walls to crack in some cases.
