the walls are a dark (stained), very rough, pine paneling. i am looking to brighten the top half of the walls with some kind of wall covering (whether conventional or unconventional) then adding a chair rail.
i have seen, on some home improvement show, of using fabric (?), then painting over it.
i really don't want to go through filling in the paneling before covering it.
does anyone have and hints or suggestions, for this budget project?
my husband and i have done remodeling in the past both, in our home and our business.
