Plaster has been repaired in the basement of our 1913's home, but is flaking off again. There is no evidence of moisture. I've read somewhere there is an "illness" that basement walls can sometimes get. Walls were patched, sealed with Kilz, then painted. This basement is only four feet below ground level and is heated and cooled by a new central unit. Any solutions?
