My neighbor is a painter for the studios and turned me onto a miracle product called "Killz". It practically eats rust before your eyes. You just paint it on and wait for the magic. After that, I would use rustoleum or any rust preventing brand paint. Good luck!

Uh... if I'm not mistaken "Killz" is just white shellac that is used to cover stains and such. Doubt it is eating rust, it would make it easier to paint over the rust so that it doesn't come through the finish paint job. IMHO, there is no substitute for sanding or wire brushing rust and priming with one of the rusty metal primers.

Suggest you use a good "rust converter" to cover the rusted area first and then re coat with a good primer and paint. Rustoleum has a good product that is available in most DIY stores.
