Paint over Paper over Plaster & drywall

I am trying to remove paint (2-4 layers) over paper (2+ layers) from drywall and plaster. Thus far, it removes from the plaster easily (and I've been using diluted vinegar to scrape off the rest).

What suggestions are out there for removing this from the tougher plaster areas as well as from wallpaper?

Go deeper. It's the wallpaper that needs to come off.

Remove the wallpaper down to the bare wall use DIF solution (a brand name) and a Paper Tiger: a tool that perforates the wallpaper so that the DIF solution can get under the paper to dissolve the glue. The instructions are on the DIF bottle and the Paper Tiger, which are both available at L-o-w-e-s, Home Despot, or other home/paint centers. Your paint will peel when the glue on the wallpaper fails.
