in my house one of the rooms have border which has been painted over i am going to repaint the room but how do i get rid of the border seams in the paint or how do i remove the border so you cant see the seams?

You could try sanding the edges till they feather edge out thus it will not have a raised look in you paint.Ive also seen rockers use a skim coat along the edges and sand to a smooth feather edge.
I would sand where the border is though so your compound will hold up.
Very important not to sand to much or to deep so you don't cut into drywall.
Im guessing it is on drywall.
