We would like to paint the ceiling, but don't know how to proceed - is it best to use a sprayer? (I can't imagine a roller brush being effective at all)
Or, can we scrape all of the bumps off?

If the ceiling has never been painted it best to spray it but in my opinion that is best left to a professional painter.
if it is coming off it needs to be sprayed,and it is a pretty big job masking off everything from flooring to furniture.It can be done by yourself but have a weekend or a few days to get it done in it isnt a day job.Unless youve done it before and if you are going to do it a sprayer uses 3 times as much paint.
Plus prime it 1st seeing is you are going thru the hassle then you know it isnt going to bleed thru.
