I have asbestos exterior siding that I want to paint at some point. The siding is in good shape, and Im pretty sure it was painted previously. I would like to "encapsulate" it and then paint it. What does that entail? Product? What kind of paint should I use? I have painted a lot, but not asbestos. Is this something I can do myself, or leave to a professional?

You can paint it yourself. If it is sound you dont want to paint over flaking paint and you dont want to sand it. I would prime with a water based or oil based primer and use a premium paint from your local do it yourself store.
If it is in bad shape and removal is needed you must hire a pro to take care of it.

If its in good condition, do I need to prime it? What about cleaning it first? Garden hose it? I dont want to use a power washer, just in case.
A garden hose is fine I would get a nozzle so theres a little pressure. I allways say prime and 2 coats of paint. We dont know what your painting over so its safe. Is priming allways needed ? no. But unless i am there I cant tell. Sprinkle a little water on the surface if it penatrates in a few minutes then primer is needed.
