How do I figure out how much paint I need to paint my new construction house - floors and ceilings?

Depends on who's painting,how it is going to be painted,and how much material they like to use,how many coats you want.
All these factors will play a big roll in how much material you will use.
If you can tell me you are rolling it out then you will get about 400-500 sq ft a gallon.Cut that in half for the primer,and a third for the 1st coat of paint.
If it is being sprayed with a 515 tip you will get 170-245 sq ft a gallon,517 will get less and a 513 will get more.
You say new construction did you hire a painter?If you are supplying him the paint just ask him what he needs,that is the easiest way.
Hopefully you aren't trying to figure out how much he is using in the job:(
