Yes,I would say that you would need to tape off the estimated area you will be applying the border.Clean real well with a good wall prep cleaner.Then prime with Zinsser 1,2,3 primer.Go hang and have fun.Stay a little high on your taped off area so it gives you some room for erroe.Use a good heavy duty wall paste.
