I bought a home with cracks in the ceiling. I had the home inspected; inspector said cracks were due to "truss bounce" (= people walking around on the trusses in attic).

I washed the areas with TSP first (then rinsed) I taped cracks with mesh tape then used wall board compound. Now I've applied my primer/sealer and I can see I'm no artist with wall board compound, I can see edges and a sort of "bulge" is it too late to try to smooth this out? (because I haave already applied primer slealer)

Yes you can apply more compound over the primer, but you will need to reprime.
