We have two metal baseboard heat covers in our bathrooms that have a small amount of rust on them from moisture over the last twenty years. We are getting ready to sell the house and I want to know if they can be sanded and then painted instead of replacing them? Any suggestions?

Sure they can be painted.

All you need to do is sand them apply and coat of a rust resistant primer and apply a coat of finish paint. You don't need to sand them all the way down to bare metal either.
