When we built our home 3 years ago, we saved money by applying a sprayed popcorn in some of the lower level rooms. The person who applied it mixed the paint and plaster and cellulose (?) all together so we wouldn't have to paint it later. It turned out beautifully, but I hate it. I want a knock down ceiling instead.

How do I get this stuff off? I searched other posts, but its either without paint or painted on top. Does this pose a different problem when it's mixed in?
