Mud over existing paint

I have two seams in my bathroom ceiling that have already been primed and painted. Can I re-mud over the existing paint to smooth out the seams?

If it is flat latex paint you can mud right iver it, but anything else you should sand it. Be sure to prime the muded spots before applying the finish paint.
