i removed old wallpaper and the wall underneath has never been primed. as matter of fact some of the drywall paper is lifting as i remove the wallpaper. what do i put on the wall prior to painting. it needs texture or something to seal the loose peeling drywall paper. its a mess.

You will need to sand the walls to remove the loose flaky paper and the prime the entire wall with Zinsser GARDZ, which will stick the remaining down. Then you can skim the walls with drywall mud to get them smooth.
