Can someone tell me whether or not I can apply skim coat over old wallpaper without stripping the paper first?

This would be a horrible idea for most projects accept if you are going to cover it in more wallpaper, paneling, or backerboard. If you are planning on painting over wallpaper, you are creating future headaches that the next owners will hunt you down for.

Sorry! It's always best to get that old paper off...even if it's a "h*ll-on-earth" job!

* Even the best-adhering seams can start seeping with the "pulling"-nature of drying latex paint.

* Corners & ceiling-lines usually start lifting first.

* You DON'T wanna have to go back through primer/paint layers to repair any of this later on!! You'll be kicking yourself 'till doomsday.

* Get a paper-tiger, score a bazillion holes in paper, use a good stripping solution, etc.

* After all that ( a week later?!), use an OIL primer.
