Can you successfully paint a roof covered deck when it is raining? No water can touch the paint surface.

If you read the can label or check the specifications sheet you'll find information about the Relative Humidity parameters and temperature parameters.
When it is actively RAINING the relative humidity outdoors is at or pretty darn near 100 percent.
So unless it is some sort of funky hydrolic bonding paint (which i've never heard of- unlike hydrolic cement) that would be a big no.
Of course you could actually perform the painting action - but it likely would be a bad paint job (adhesion, curing, flashing, etc.).
