I removed the wallpaper border to replace it with paint. Then discovered that the remaining "wall" was actually the wallpaper backing.

Can I paint over the backing? Do I need to remove the backing too? If so, can I just use the same method (steam) to remove the backing without tearing up the drywall?

Yes I would remove the backing as it will give you problems down the road and yes you can remove with the steamer.
