I have a below ground basement with a concrete floor. I was told that carpeting would cause mildew and mold in the summer months. I do have to use a humidifier in the spring to summer. Vinyl flooring was recommended. If used, is it put down with an adhesive to hold it to the floor or do you secure the edges somehow. What would be the best application for this....

The concrete needs to be clean and dry first. Then it must be sealed with a concrete sealer. There are different types for cured and uncured concrete, depending whether it is new or over thirty days old. It may have been sealed when it was poured. The concrete should be smoothly finished. If not, it will 'telegraph' any irregularities through to be seen.
Then you install the vinyl with adhesive, available where you buy the flooring material. Be sure they know it is for over concrete. Some types are for application to wood underlayments only. You'll need to rent a roller too.
