I am installing 12x12 tile on a cement floor. It is a pretty sturdy floor. There are some spots that I just can't get the old linoleum glue up. It creates high spots of about 1/16 inch. Is it OK to use thin-set on this and place the tile or does it need to me more flat/level? Are there thicker thinsets that would act like a leveler? I'm reluctant to put down a leveler because I'm afraid it would flow down through the expansion joint area to the unit below mine.

I'll assume you mean a ceramic type tile and not thin vinyl. The thinset will transition what you describe just fine. It you want to use a floor leveling compund, just caulk the seam you mention and then trowel the levelor on.

In some cases, thinset wont bond over old adhesives. to increase bonding hold, mix it with polimer fortified latex just to make sure. I laid 8x8 tile over cutback adhesive,
wvery tile is complety loose, just the grout holding them..50/50 mix of portland and number 4 sand,fine sugar sand.
