Whats the best flooring to lay in a basement that gets occasional water, but not often. I was thinking ceramic tile would work great. It is used in baths.

Also, is it necesarry to remove the "black" glue found under the old vinyl flooring?

remove the glue. Ceramic may be a good option. So would acid staining if it's concrete.
