I recently took the carpet off my floors and underneath is terrazzo, which is very filthy. I believe the whole top surface has to be grinded down first, so what are the proper steps to restore and get really nice looking floors, or is it at all worth restoring.

If you have real terrazzo floors, it will require experienced operators and several different pieces of professional equipment to properly grind and polish the surface. If you have terrazzo tiles the professionals probably won't want to grind them because the edges tend to chip. It might be worth a try an industrial strength cleaner and then wax.
