Hello, is the installation of an interior concrete floor the sort of thing a non-professional can do for oneself? We have a 1958 split-level with some sort of very hard (and ugly)tile (not ceramic) installed in a permanent fashion (cemented?) directly on to the concrete basement slab in the laundry room. The tile is crumbling in some places, together with the concrete underneath. I'd very much like to cover the whole thing with new painted or stained concrete. Is this even possible?

yes you can use a self leveling portnad cement based product but you really should get rid of all the loose tile first as this could casue cracks with the new.
You can also pour a whole new concrete slab over it as well.
sorry to say that neither solution is very DIY-friendly.
