Can you lay vinyl tile over vinyl tile instead of replacing it?

it is not advisable becasue its only as good as what it is going over. If something underneath fails, then the new floor wil lfail.
tht said many people do it all the time.
prepare it to perfection (smooth and flat as a sheet of glas so nothign telegraphs) and stagger the joints
