I have an area where water appears to stand still in my gutters. How can I prevent standing water? Is there a way to create an incline so the water flows?

The gutter should have a slight pitch to it.
Sometimes the gutter can be "re-pitched" by disconecting the hangers, then pulling the nails that usually run through the top back edge...then drop the gutter till the water flows. It usually means having to lower the downspout as well.
