1) What is the proper name for these kind of outlets?
2) What practical uses might I use the outlets for?
I have 2 outlets, with 2 sockets each, and use them for 2 floor lamps. I want to have light fixtures installed instead of those lamps?

We just call them switched outlets. Mostly used for(just like you said) table lamps or free standing lamps. Sometimes a fan. Sometimes the wall switch will control only half of the duplex receptical while the other half is constant.
I would love to replace mine with light switches and install overhead lighting too. I think they were popular in the 70's and 80's, although I'm not sure why. I was told by an electrician that it's not that difficult to swap them out if you know how to put in a switch but we haven't tackled them yet.

Because when the home was built it was a cheap way to meet a code requirment without installing an overhead light fixture. And when you get into an era of prewar (like my house) you had light fixtures with no wall switch(pull chain) complete with knob and tube wiring.
