Not defending Behr paint. The problem sounds like a problem I had when there was wallpaper glue on the wall that could not be seen. This would cause the effect you are describing to paint as well as primer. I have been painting for 12 years and have used behr many times. All though Behr is not the best in my mind, it is pretty good pain to work with.
