Tasha, I'm about ready to build a home where the soil does not pass perc testing, but they do not want a lagoon. We've found that you can put in a septic system, if you dig out the field area and replace that soil with soil that meets the perc range required.
This may or may not meet requirements in your area; check with local officials if it might work for you.
