drywall panel

i have what to believe is like a drywall panel it isnt the dark normal paneling that mobile homes have or had it is white and has the little strips that goes where the panel is butted together it does not have grooves like normal paneling.it needs to be painted badly i have tried everything to clean it up and trust me nothing works,so i want to know can i paint it? if so what kind of paint can i get i dont want any peeling after time..and is there something special i need to do first? im in need of help fast please help
