Fixing particle board on bathroom vanity

I have a bathroom vanity made out of particle board that has been exposed to water and has caused the facing to peel away (Seems to be out of contact paper). I would just like to paint, but not sure if I should proceed with another step to seal the particle board. ANy Suggestions?? Was this post helpful? Yes: or No:
