I would try to fix the source of the floods before spending other restoration money. Otherwise you will have flood after flood. You can acid wash the cement floor, let it dry, and epoxy paint it. Then you will find it easier to clean up.
Or on the next rany day, pore a bucket of water into the apt above you and let them complain to the landlord. Sometimes the squeeky wheel gets the repair...
