i wouold say that your best bet is to use an Architect. many are well schooled in the use of concrete block or have seen many examples of it. it has become an oft used material esp. in contemporary designs. Architects fees are not that high and it would be well worth your while as there are not many ready-made plans for block buildings...
others options are rammed earth and tilt up concrete
