If it is a "roaring" or "rumbling" sound, you might try turning the water valve behind the toilet towards the off direction until the noise quiets down. Many times, this will work, and the fill time for the toilet will not be significantly affected.
If it is a banging or knocking noise, you may need a new fill valve.
