Remove wallpaper border

Hello,

I just bought a Condo and it needs the wallpaper removed so I can paint the walls. The bathroom has wallpaper on the bottom half with a BORDER in the middle. You will laugh at this! The top section is painted in Brown and White with Glitter!!! The previous owner painted Moons and Stars on the top half.

I appreciate any help you can give!
