if you are willing and able to rebuild your faucet, you will find the internals of your cold water shut off no more complicated. After shutting off the main at the meter (may be in house as Mike says or out at the street), you can remove the internals of the cold water shutoff by removing the valve bonnet. Not real difficult as you seem willing to learn something new. The hardware store and your neighbors are good sources of help. By the way, it's not a "thingy".
