If you know for sure that it's a latex paint, household white vinegar may work pretty well. A lot of this depends on how fresh the overspray is.
If you got sprayed by someone working on a bridge or road markings, make a report to the police and your Highway Department, then call your insurance company. Most of the paints that they use will not come off without harming your car's paint.
