electric hot water heater

Since installing our hot water heater I have almost no hot water flow into the washing machine. After I clean the filter on the washing machine I get a normal hot water flow for one or two loads and then down to a trickle again. It seems to be getting stopped up from something from the water heater. I have no problem with the hot water in kitchen or bathroom. What could be causing this problem? Thanks.
