basement on top of water table

What do you recommend for my situation?
I live at the bottom of a steep long hill,
our basement gets flooded every time it
rains. We do have french drains and new
gutters, but they're not enough to get rid
of the water. I would like to finish the
basement, so I want to get rid of the water
in our basement completely.

Which of the above solutions that you
propose will most benefit us? or perhaps
should we do a combination of them?
