I think in this case, I would approach the builder/installer/manufacturer since the house is not a year old. It could be poor workmanship but since the lino is coming up in various spots it may be signs of bigger problems (i.e. subfloor, underlayment, bad glue?). If you are in subdivision, check w/neighbors to see if they have same problem. If you have new home warranty use it. Otherwise, get the installer out there its their fault -just keep telling them that :-)
