Question, Could you remove the paneling and the wall papper if possible? I would advise on not painting over the wall papper, last thing you want is some old wall papper glue giveing way and have bubbled up painted walls. Second question, Is there by any chance a drop ceiling. If there is maybe getting rid of it would greatly give the room a more space look.
