I just had the same problem in a house built in 1914. The ONLY solution is to remove anything covering the calcimite (latex paint, textured paint... spray with water and scrape off) and put two coats of OIL primer over the calcimite. Then you can apply whatever ceiling paint you like, and it won't fall down.
