I have an ongoing problem with all faucets in my home getting clogged. When I remove the end of the faucet (at the tap) or shower head they are filled with a white substance. My plumber suggests that it is crystalized chlorine stemming from city water. But he seems to think the problem is somehow caused by my hot water heater. Any ideas out there?
