3 years ago, I had the Cool Decking surface applied to an existing concrete pool deck. Now it's "bubbling" up. Unfortunately, the guy that did the work is saying that the problem is being caused by the deterioration of the concrete underneath. He says he can fix it, but I'll have to pay because it isn't the product itself that is the problem. Any help or ideas?
