leaky hot water pipe

One of my hot water pipe going from the basement to the laundry tub sink on the first floor is leaking at the elbow joint just below the floor board.

I'm looking for advice to fix this problem as a fix-yourselfer or on cost figure to call a plumber. Your advice is greatly appreciated.
