Exterior of Garage

I have a concrete block wall garage that was painted many moons ago. Needless to say it is peeling. I don't want to repaint but was thing of siding it with vinyl. I was thinking of attaching pressure treat firing strips to the block then attach the vinyl to that. Questions? is this a good idea. should the strips run vertical or horizontal? Should tar paper be used to keep moisture away from the wood strips? Does the bottom need to be sealed to keep out pests? Whats the best and easiest way to fasten the strips to the block? Lots of questions to answer? Maybe somone from one of those TV fix it shows will read this a do a show on it. Thanks in advance.
