Painting Over "Wood Look"

Hi, all,

I'd like to paint over a "wood look" filing cabinet (pressboard with a fake wood coating). I gave it a good sanding and applied a coat of enamel primer, but the primer scrapes off easily with a fingernail. Any suggestions?
