allot depends on the integrity of the old paper as this will be your foundation for the new. If the old releases, then you know what happens.

first, many of paper hangers hang new paper over old. Its done all the time. There are some considerations that you need to think about. If the old paper is foil or vinyl, you need a special paste for those situations. I always paste even pre pasted paper.

Then always create new intersections with the new paper. Then always wash down the old paper very well to remove any oils and grime that will allow the glue to not hold.

No problem if you make sure your old is good and firm for the new to stick to.
