here is what I would do

I would tar paper the blocks first. Then I would install my furing strips vertically and shoot them with a Remington 22 nail gun. Works great. Then figure out some method of sealing the bottom of the run, maybe use hardi planking on the first course that touches the ground. Then siding from the bottom up.
