interior painting

I'm preparing the ceiling & walls of what is now the dining room for painting. One wall was never painted; it was recently plastered. Where it joins the kitchen wall (the kitchen wall is drywall), it was taped & filled with spackle, then smoothed. What primer & paint should be used for this wall?

For the three other previously painted walls which are drywall, I'm scraping the old latex paint with a putty knife. It seems that a great deal of it is coming off even though it appears to be sound. Do I continue scraping even though it seems that I'll end up scraping most of the paint off of the remaining three walls, or is there some kind of a primer/seaaler that will pevent this time-consuming task?

Additionally, on the previously painted ceiling & walls (all drywall), is it necessary to wash the ceiling & walls before priming & painting? If so, what products do I use & how do I do it?
