Replacing laminate on countertop & Decking

Can you put laminate or formica over old formica or laminate and if so, how?
Appreicate your response.
I am a do it yourselfer, and am past 70. please help, also, what can in put on a flat roof over a garage and still use it as a deck? No one seems to recommend something.
Please help !!!!!!
